  5. HUD Compliance and Financial Reporting

    Representatives from a CPA firm and HUD will discuss HUD compliance and required financial reporting per the Consolidated Audit Guide issued by HUD, Office of Inspector General.  The panel will address the importance of compliance and penalties for noncompliance.  The session will include a case study of commonly found multifamily housing issues, ways to avoid these issues, and ways to remediate any reported instances of noncompliance.

TRACK 2: Economic Development (EDA)

    Marking a historic milestone for the Monmouth County region, FMERA has purchased the balance of Fort Monmouth from the U.S. Army. Hear how the purchase of the Phase 2 properties is accelerating redevelopment opportunities on the Fort and bringing jobs to the region.

  2. Repurposing Existing Structures – Case Studies 
    In the pursuit of sustainable development, communities have much to gain from adapting existing buildings for new use. Hear first-hand from experienced professionals who have successfully tackled the adaptive re-use including some of NJ’s most iconic structures helping to spur positive community and economic redevelopment activity.

  3. Public Private Partnerships – Benefits to Municipalities
    Learn about opportunities, obstacles and best practices for public private partnership projects. Hear how to identify successful partnerships and leverage resources to bring your community’s projects to fruition. Hear from experienced professionals who have achieved success as a result of strong planning and partnerships.

  4. It Is Easy Being Green – It’s Also Great for Economic Development
    The green building sector is outpacing overall construction growth in the U.S. and will account for more than 2.3 million American jobs this year. Panelists will discuss the growing significance of green building for the economy as well as programs/incentives available for builders interested in incorporating green techniques into their construction practices.

  5. Creating Magnets for Investment
    Through the development of unique community attributes and opportunities, cities, towns and villages can create magnets for investment and redevelopment and attract consumer spending dollars to their localities.

TRACK 3: Community Development (CDA)

  1. Forecasting the NJ Real Estate Market: Predictions from the Experts
    This panel will comment on emerging trends in NJ’s residential, office, retail and industrial real estate markets considering possible tax reforms, credit availability, buyer preferences, housing affordability, supply-demand conditions, nascent markets and submarkets.

  2. Placemaking:  Building It Lighter, Quicker, and Cheaper & Managing It Well
    Placemaking focuses on creating and enhancing public spaces. Learn how to turn underused spaces into vibrant community gathering places and destinations without a big municipal investment of either time or money.  This session will examine how public spaces have been transformed, provide instruction on how to best manage, market, and maintain what’s built, and will share information on available funding sources. 

  3. Compliance with 2 CFR Part 200, Audit Requirements
    Audits can put stress on an organization’s staff and resources. This session will focus on issues and items to consider as organizations review policies and procedures to comply with 2 CFR 200.

  4. Affirmatively Furthering Fair Housing (AFFH): How to Meet the Requirements
    HUD has played a lead role in administering the federal Fair Housing Act since its adoption in 1968. Under HUD’s AFFH Regulations, HUD grantees that complete a Consolidated Plan for HUD’s Community Planning and Development (CPD) block grant programs as well as Public Housing Agencies (PHAs) must complete an AFH to accompany their 3- to 5-Year Consolidated Plan or 5-Year PHA Plan. Learn how communities can adapt to these new requirements and minimize their reporting and compliance risks.

  5. Monitoring CDBG and HOME Activities
    This session will provide timely guidance on critical issues regarding the selection and management of sub-recipients, including the types of activities that sub-recipients should carry out, how to develop and enforce strong agreements, and how to develop reliable systems for tracking performance.

  6. IDIS session on correcting data, creating projects and running reports (FOR CDA MEMBERS ONLY)
    This session will feature a classroom-style clinic designed to answer your specific IDIS and HEROS questions. Please come prepared with targeted questions you have about the system and/or problems you would like help solving. You are welcome to bring your laptop to the clinic. In this regard you must have an IDIS user ID and current ConPlan privileges.

TRACK 4: People First

  1. The Intersection of Homelessness and Medicaid Use

    HMFA/HMIS has entered into an agreement with Rutgers University Center for State Health Policy (CSHP) and the NJ Division of Medical Assistance and Health Services (DMAHS) to share encrypted data to look at the intersection of Medicaid Use and homelessness.  The study hopes to ultimately show the health and cost benefits of stable housing for those experiencing long-term homelessness.  Learn about the data that was used in this study, early conclusions and impacts.

  3. Housing for Homeless and Disabled Veterans

    Developing affordable and supportive housing to serve the needs of homeless and disabled veterans is of utmost importance in New Jersey.  Hear from experts in the field who will discuss their experiences and best practices in creating permanent affordable supportive housing for homeless and disabled veterans.  This panel will also discuss the critical need for capital funding, rental assistance vouchers and for strong and innovative partnerships between veterans’ groups, housing developers and service providers to achieve success.

  5. Housing and Services for People with Opioid Addictions

    Addressing the epidemic of opioid addiction and other substance use disorders is a crucial concern in our communities. Locally and across the country, interventions have been developed through innovations in housing and services to meet the needs of people with addictions. This panel of policy leaders and practitioners will discuss best practices that have proven successful in this area, and how these approaches can be adopted or brought to scale in New Jersey.

  7. Community-based Services and the Supportive Housing Connection

    This panel will discuss the partnership between HMFA and DHS’s Division of Developmental Disabilities and Division of Mental Health and Addiction Services that created the Supportive Housing Connection program administered by HMFA. This panel will explore how these state agencies have been able to successfully recruit and refer clients to the program, utilization of client rental vouchers, resources to help clients find housing, and benchmark SHC program achievements after two years of program implementation.

  9. Homelessness Fishbowl Forum
    Friday, October 6, 2017 • 9:15 a.m. – 10:30 a.m. • Room: Wildwood 24/25

    Attendees are invited to join a dialogue with practitioners and experts on best practices and policies to address homelessness in NJ. A panel of stakeholders with a variety of experiences, including housing developers, service providers and other experts, will frame this conversation on barriers to housing and ways to best target resources for people who are homeless. This forum will concentrate on best practices in working with homeless subpopulations, including homeless veterans, homeless youth, the re-entry population and frequent users of public systems.

TRACK 5: Effective Approaches for Community Building

  1. Successful Redevelopment Areas Case Studies
    Hear from experienced professionals in redevelopment on how to successfully plan and implement an effective redevelopment strategy. Learn about the impacts of successful transit oriented redevelopment, how mixed-income and mixed-use development can change the economics and dynamics of a struggling community, and overall best practices.

  2. Using Data and GIS to Identify Opportunities
    A discussion on how various data sets from the Census, local tax records, Bureau of Labor Statistics, Building Permits, etc. can be used to identify redevelopment opportunities and how those data can be incorporated into GIS mapping to locate target areas.  Demographic indicators, such as income, quality of schools, and access to employment and transit opportunities are frequently used to determine project eligibility and priority. This session can help attendees how to better access, understand and apply various publicly available data.

  3. Historic Building?  Not as Scary as You May Think
    Historic buildings can present challenges in adapting them for new and contemporary uses.  This session presents the regulatory framework, the financial incentives and the unique aspects to rehabilitating properties that are eligible and/or listed in the National Register of Historic Places.

  4. Reigniting Stalled Projects
    The Great Recession stalled many redevelopment projects in New Jersey before they could even get started. Using specific case studies, this session will delve into successful approaches and available resources to jumpstart redevelopment. Participants will receive an overview of the legal and financial issues connected to the restructuring of a redevelopment project.

  5. Low Income Housing Tax Credits
    The federal Low Income Housing Tax Credit (LIHTC) program is the largest single source of financing for multifamily affordable rental projects in NJ.   Hear from a panel of leading industry experts and developers about potential changes to the Housing Credit program, the impact of tax reform and affordable housing policies under the new Administration/Congress.  Learn more about their potential effect on affordable housing production on both a national and state level.
